Russia and the United States are the most important countries for many vital security issues. They possess the world’s largest nuclear weapons arsenals, are involved in the principal regional conflicts, and have lead roles in opposing international terrorism and weapons proliferation. Despite persistent differences on many questions, mutual interests consistently drive Russians and Americans to work together to overcome these impediments. This Adelphi Paper argues that opportunities for further improving security cooperation between Russia and the United States exist but are limited. Near-term results in the areas of formal arms control or ballistic missile defenses are unlikely. The two governments should focus on improving and expanding their joint threat-reduction and nonproliferation programs, enhancing their military-to-military dialogue regarding Central Asia and defense industrial cooperation, and deepening their anti-terrorist cooperation, both bilaterally and through NATO. Using more market incentives, expanding reciprocity and equal treatment, and limiting the adverse repercussions from disputes over Iran would facilitate progress. Russia and the United States will not soon become close allies, but they should be able to achieve better security ties given that, on many issues, their shared interests outweigh those that divide them.

In August 1990 Saddam Hussein’s Iraqi forces invaded and occupied the small Arab state of Kuwait. This book analyses the ensuing Gulf War (16 January - 28 February 1991) - a war fought to expel Iraq and restore Kuwaiti independence if not, as one British MP tartly observed, to defend democracy. The allies under General Schwarzkopf launched five weeks of air attacks, deploying 1,800 technologically highly advanced aircraft from the US, British, French and Saudi air forces. Many of these machines, including the British Tornadoes and US F-117A Stealth fighters, had never before engaged in combat, and their combined assault, watched by millions on TV, combined impressive accuracy with firepower to which the Iraqi forces had no answer.

During the tumultuous period of world history from 1660 to 1815, three complex movements combined to bring a fundamental cultural reorientation to Europe and North America, and ultimately to the wider world. The Enlightenment transformed views of nature and of the human capacity to master nature. The religious reawakenings brought a revival of heart-felt, experiential Christianity. Finally revolution, the political and social upheavals of the late eighteenth and early nineteenth centuries, challenged established ideas of divine-right monarchies and divinely ordained social hierarchies, and promoted more democratic government, notions of human rights and religious toleration. A new religious climate emerged, in which people were more likely to look to their own feelings and experiences for the basis of their faith. During this same period, Christianity spread widely around the world as a result of colonialism and missions, and responded in diverse ways to its encounters with other cultures and religious traditions.
